I have ordered from ArtsCow in the past and always got my order promptly and correctly from Hong Kong. Their software is a little odd and hinky, and you have to experiment with it to see how to get it to work for you. But once you get the hang of it, you can save quite a bit of money on their regular specials. I recently made an entire photo wall with $7.99 photo canvasses they were selling for $7.99, compared to $29.99 at Costco.
If I recall correctly, you enter the promo code at checkout and click to apply, then you’ll see the discount, though I have not tried this particular promotion.
